Property Maintenance

The Division of Property Maintenance Enforcement is administered by the City of Newark, Department of Public Safety. Joe Paul serves as the Code Official. The Code Official is responsible for overseeing the operations and enforcement of the Property Maintenance Division.

The Property Maintenance Code 07-03 of the Newark City Ordinances was adopted on January 17, 2007. The Ordinance was amended on June 17, 2008, for the purposes of clarity and administration of the Code. It is based on the International Property Maintenance Code (IPMC) created by the International Code Council. The IPMC is used by approximately 14,000 jurisdictions nationwide. The City of Newark has modified the IPMC to address the specific needs of the Newark community.
