Fourth Street Project

This project will consist of separating the combined sewer on Fourth Street (State Route 13) from National Drive to Granville Street at State Route 16. This work will replace old existing brick sewers with new sanitary and storm sewers. All waterlines will be replaced as well under separate financing. Some green infrastructure will be part of the project near the downtown area.

As of 7-11-2022 The following closure is in effect. Beginning Monday, July 11th, the intersection of Locust, Granville and 5th Streets will be closed. See linked map for details and detour routing.
As of 5-9-2022 The following closure is in effect. Beginning Monday, May 9th, at 7:00 AM, West Locust Street, East of North 4th Street will be closed. North 4th Street will remain closed from West Locust Street to West Main Street. See attached map for details and detour routing (Phase 4D). This phase will last until Monday, May 23rd. As of 5-23-2022 The following closure is in effect. Beginning Monday, May 23rd, at 7:00 AM, West Locust Street, West of North 4th Street will be closed. West Locust Street, East of North 4th Street will be open. North 4th Street will remain closed from East Locust Street to West Main Street. See attached map for details and detour routing (Phase 5). The closure of West Locust Street, West of North 4th Street, will last for approximately 6 months.

Why this project?

This project is part of the City’s Long-Term Control Plan (LTCP) which is a federal mandate to reduce combined sewer overflows (CSO’s) into our waterways. Combined sewers are individual lines that carry both sanitary sewage and storm water in the same pipe. CSO’s occur during heavy rainfall events in which the wastewater treatment plant cannot handle heavier flows so the combined sewage is discharged into the waterways. In addition, the existing combined sewer lines are made of brick, are very old, and are deteriorating in several locations.

What is the project?

The older combined sewer pipes will be separated into newer lines carrying stormwater in one pipe and sanitary sewer in the other pipe. In addition, all waterlines will be replaced. Some green infrastructure will be part of the project near the downtown area as well (click here for green infrastructure (GI) maps). Similar to the downtown square project, this project will provide the opportunity to improve upon the existing roadway network since the pavement and sidewalks will be demolished to install the underground infrastructure.

The goal of the transportation improvements is to reduce crashes within the project area approximately 30% and provide a more pedestrian and bicyclist friendly environment. The following improvements are expected to help achieve that goal:

  • Single-Lane Roundabout at N. 4th Street and W. Main St. This project will convert the existing signalized intersection into a single-lane modern roundabout. The City was awarded Safety Funding from ODOT for this project.
